Motor Vehicle Crash on Ellerslie Road

On April 25th, 2015,  Deputy Hill (Allegany County Sheriff's Office Crash Team) responded to the intersection of Kreigbuam and Ellerslie Roads for a reported motor vehicle collision. The collision was reported to involve injuries to several subjects. While en route he was advised that a light blue in color pick-up truck had fled the scene.

Upon Hills arrival he observed the front of WV reg. 8HP846 (veh# 1) engaged with and intruding into the passenger side of PA reg. HYN2687 (veh#2). He further observed a female (later identified as Rebecka Kay Hughes) trapped in the front passenger seat of veh #2 as the Corriganville Vol. Fire Department (herein CVFD) worked to extricate her.

At that time Hill was contacted by Witness's who advised that several other members of the Fire Company had observed the collision. He stated that he and the others were standing in front of their station when they observed veh#1, and a light blue pick up truck traveling on Kreigbuam Road approaching the intersection with Ellerslie Road at a high rate of speed. Chief Van Meter stated that both trucks were very clearly racing and operating in a reckless manner. He stated that he and his staff observed veh# 1 enter the intersection with Ellerslie Road with out stopping for the stop sign on Kriegbuam Road. He stated that veh#1 struck the passenger side of the veh# 2 causing the damage and injuries to the passengers.
 
Witness's stated that the light blue pick-up immediately left the area.
 
Hill made contact with Jereimah Hughes operator of veh#2. Hughes was limping and his left knee was bruised and swollen. Hughes provided the following facts. He stated that he was operating veh#2 on Rt. 36 in the area of the Dollar General Store with his sister (Hughes) and a friend Christopher Aaron Shaffer (driverside rear passenger). Hughes was traveling North toward Mt. Savage.
 
He stated that he immediately noticed 3 pick-up trucks closing in on his vehicle from behind. One was veh #1, the second was the light blue pick-up, and the third was of a dark colored unknown make. He stated that all three vehicles were traveling at a high rate of speed and were continually crossing the double yellow lines. He stated that all of the trucks were traveling from the northbound lane across the double yellow line all the way across to shoulder of the southbond travel lane.
 
Hughes stated that as he approached Rt. 36 and Ellerslie Road observed veh#1 and the light blue pick-up pull onto Kreigbaum Road. He stated that the dark colored truck remained behind him. Hughes then turned onto Ellerslie Road traveling east toward the intersection of Kreigbaum Road. As he entered the intersection he stated that veh#1 did not stop for the sign and collided with his vehicle. The impact of veh#1 forced veh#2 from the east bond lane to the shoulder of the westbound lane.
 
Shaffer was suffering from a laceration and swelling to his forehead area.
 
At that time contact with Andrew Hanlin operator of veh#1. Hanlin stated that he was traveling on Kreigbuam Road at 34mph. He stated that he was not racing anyone and that he did stop for the sign. Hanlin then stated that he had attempted to stop and that he had "locked up all four wheels". When I advised that the CVFD staff had observe his operation he stated admitted that he did not stop.
 
I then asked Hanlin who was operating the light blue pick-up truck. He identified the operator as Brandon Davis. He then called Davis and ask that he return to the scene. Upon his arrival in MD reg. 6BK4188, I was able to question him about the incident. He initially denied operating his vehicle is a reckless manner and/or speeding. However; once he was made aware of the witnesses he did admit that he and Hanlin were traveling at a higher rate of speed than posted. He stated that he observed Hanlin fail to stop for the sign prior to the collision. While on the scene I advised both Hanlin and Davis that they would be charged via District Court application:
 
All individuals had non-life-threatening injuries.  
 
 
   
   
 

 

   
 

According to deputies, Hanlin will be charged with

   
 

Fail to stay right of center

 

fail to control speed to avoid a collision

 

Negligent Driving

 

Reckless Driving

 

Speed greater than reasonable

 

Participating in a Speed Contest

 

Failure to obey a traffic control device (double yellow lines)

 

Failure to stop at a stop sign

 

Failure to yeild the right of way.

 

Agressive driving

   
   
 

Davis will be charged with the following charges:

   
 

Fail to stay right of center

 

Negligent Driving

 

Reckless Driving

 

Speed greater than reasonable

 

Participating in a Speed Contest

 

Failure to obey a traffic control device (double yellow lines)

 

Failure to yeild the right of way.

 

Agressive driving
