Maryland Comptroller Franchot will deliver testimony on Tuesday afternoon before the House Judiciary Committee on his top legislative priority, the Taxpayer Protection Act. Senate Bill 304 passed the Senate unanimously and now awaits action by the Judiciary Committee. Governor Larry Hogan has submitted the bill as part of his administration’s legislative package. The legislation will better protect Maryland taxpayers by extending the Comptroller’s Office’s enforcement authority to cover tax fraud and identity theft.
The proposed legislation will extend the statute of limitations for tax crimes to six years from the current three years to allow sufficient time to properly investigate and charge highly-sophisticated fraud schemes. The bill also will add a fraudulent return preparer penalty and provide legal authority to request a court to issue civil injunctions against preparers who have engaged in fraudulent or deceptive conduct.
