On Monday, July 30, 2012 at approximately 5: 00 p.m., the Cumberland City Police Department responded to the train trestle bridge near the Western Maryland Train Station in reference to an assault.  The Cumberland Fire Department was already on the scene due to being dispatched to the same area just earlier for a report of a fire.  Upon the officers arrival a Cumberland Firefighter directed the officers to the train bridge at which time they contacted one of the suspects later identified as Nicholas Kneisley.  Kneisley was on the train bridge at the time of the contact.  The train bridge is clearly marked with “No Trespassing” signs.  The Firefighter further advised that when he tried to speak with Kneisley about the fire Kneisley assaulted him by pushing him.  Kneisley was placed under arrest for trespassing and assault.  While Kneisley was being transported to Police Headquarters in a patrol vehicle he began acting out of control and kicked the vehicles side window several times causing damage to the window.  Kneisley was controlled and taken to Police Headquarters for processing.  Kneisley was later taken to District Court for his initial appearance at which time he was held on $4,000.00 at the Allegany County Detention Center.

 

While officers were on the scene a second subject was located standing on the train bridge.  This subject was contacted and identified as Michael Lawson.  Lawson was also placed under arrest for trespassing.  Lawson was transported to police headquarters for processing.  Lawson was then taken to District Court for his initial appearance at which time he was released on his personal recognizance.

Nicholas Andrew Kneisley          Age: 20          Cumberland, MD

 

Charges:

Two counts of second degree assault, trespassing on private property and destruction of property.

 

Arrested:

Michael Allen Lawson          Age: 32          New Orleans, LA

 

Charges:

Trespassing on private property.

 

Bench Warrant Served

On Monday, July 30, 2012 at approximately 11:00 p.m., the Cumberland City Police Department arrested Janice Lee Youmans.  Youmans was wanted on a bench warrant for failing to appear in District court on July 27, 2012.  Youmans was taken to Police Headquarters for processing.  Youmans was then taken to District Court for her initial appearance at which time she was held on $2,500.00 at the Allegany County Detention Center.

 

Arrested:

Janice Lee Youmans          Age: 56           Cumberland, MD

 

Charges:

Failure to appear in court.

On Tuesday, July 31, 2012 at approximately 1: 00 a.m., a Cumberland City Police Officer on patrol observed a vehicle turn off its headlights and pull behind a sports field located off of Queen Street.  As the officer approached the vehicle turned on the headlights and drove away at a high speed.  The officer initiated a traffic stop on Lafayette Street at King Street.  The officer then spoke with the operator, Adam Stinebaugh.  The officer observed that Stinebaugh and his passenger were both acting very nervous.  A K-9 officer was requested to perform a drug scan of the vehicle which resulted in a positive alert.  As a result of the drug scan the vehicle was searched and marijuana was located.  Stinebaugh was placed under arrest and transported to Police Headquarters for processing.  Stinebaugh was taken to District Court for his initial appearance at which time he was released on his personal recognizance.

Adam O’Neal Stinebaugh          Age: 28          Wiley Ford, WV

 

Charges:

Possession of marijuana and possession of drug paraphernalia.
