On Wednesday April 3, 2013, Cumberland City Police responded to a business on Greene Street for a reported Theft.  Upon arrival officers made contact with store personnel who observed Joseph Wood, age 34 of Cumberland taking store owned items and leaving without paying for them.  Wood was observed by officers leaving in a vehicle. Officers were able to follow the vehicle to a residence on Greene Street where Wood was located with the stolen merchandise.  He was transported to the Cumberland City Police Department where he was criminally cited for the charge of Theft and released pending trial at the Allegany County District Court.

SUMMONS SERVICE

On Wednesday April, 3, 2013, Cumberland City Police served a criminal summons on Larry Bowling, age 47 of Cumberland.  The charges were filed by a private citizen who alleged that on June 25, 2012, Bowling backed his vehicle and struck the complainants parked vehicle while it was parked on Decatur Street.  According to court documents Bowling left the area after the incident took place.  Bowling was served and released pending trial at the Allegany County District Court.

CHARGES:  Failure to return to and remain at scene of accident involving attended vehicle damage.

                   Failure of vehicle driver involved in accident to give insurance policy information.

                   Unsafe backing of motor vehicle.

                   Negligent driving.

ASSAULT/ASSAULT ON POLICE

On Thursday April 4, 2013, at 12:34 am, Cumberland City Police officers responded to an assault complaint at the 200 block of East Harrison Street.  Upon arrival, officers contacted the two victims involved in the incident.  Upon conducting interviews and investigating this matter it was revealed that Sean McElwee, age 35 of Cumberland was visiting the victims at their residence. An argument ensued and McElwee punched the female victim twice in the face.  When the male victim entered the room, McElwee grabbed a pair of scissors and began swinging at the victim striking his left ear and lower jaw area causing minor lacerations.  McElwee fled the residence but was located outside the residence by officers and placed in custody.  Neither of the victims required medical attention.  McElwee was transported to the Cumberland Police Department for processing.  Once at the station, McElwee struck an officer in the face and gouged the officers eye in an attempt to escape.  The officer was able to break free and deployed his department issued electronic control device to subdue McElwee.  Both the officer and McElwee were transported to the Western Maryland Regional Center for treatment of minor injuries and released.  McElwee was transported back to the Cumberland Police Department where he is waiting to be seen for a bond hearing.

CHARGES:  Reckless Endangerment, Assault 1st Degree, Assault 2nd Degree (3 counts), Resisting Arrest, 2nd Degree attempted escape.
