911 hang-up leads to assault charges against city man

On March 22,at 9:30 pm, Cumberland Police Officers responded to the 200 block of Wallace Street for a 911 hang-up.  When officers arrived they found a female inside the residence upset over an altercation with Spencer Wine, age 27 of Cumberland, MD.  Officers investigating the incident found that the female victim had been choked and assaulted by Wine.  They also found that prior to arriving on scene Wine had left the area. Officer learned of Wine’s location after he contacted the police about the assault.  Officers responded to a location on Columbia Avenue where they contacted him.  After speaking with Wine, officers determined he was the primary aggressor and placed him under arrest for 2nd Degree Assault.  Wine was later taken to District for his Initial Appearance and remanded to the Allegany County Detention Center without bond.

    Two arrests in eleven weeks for whomping on women and children would seem to indicate that bestowing him with four names did not much improve his destiny.
