Additional Charges Placed Against Kelley

Additional charges of Theft, Rogue and Vagabond, and Tampering with a Motor Vehicle have been filed against 32 year old Randall James Kelley II, of Frostburg, in connection with thefts from vehicles in the Frostburg, Cumberland, LaVale, and Bowling Green areas. Kelley was first arrested by the Frostburg Police on 02/12/2013 as a result of an investigation into thefts from numerous vehicles in Frostburg.

The Frostburg Police and Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) executed a search and seizure warrant at Kelley’s residence in Frostburg and recovered a large sum of stolen property at that time. Investigators were able to identify additional victims based on the property that was recovered. Investigators then applied for and obtained another arrest warrant for Kelley, who had been released from custody after posting bond on the original charges.

On 02/27/2013 Kelley was located hiding at a residence in LaVale in an attempt to avoid apprehension. He was taken into custody by members of the C3I Unit, the C3I Warrant/Fugitive Unit, and the Allegany County Sheriff’s Office.

After his arrest, Kelley was taken for an initial appearance. At that time a District Court Commissioner released him on personal recognizance pending his next court appearance.

Investigators are in possession of a large amount of stolen property that has not been identified. Investigators are urging anyone who may have been the victim of a theft from their vehicle or residence, even if they have not reported the incident to the police, to contact C3I, at 301-777-0326, to view the property, identify it, and claim it.

The investigation is continuing. Additional charges are pending.
