Addtitional Arrests Made In Frostburg Theft Cases

On Monday, 03/25/2013, 32 year old Randall James Kelley II, of Frostburg, was arrested by members of the Allegany County Sheriff’s Office at a local motel in Clarysville, along with 26 year old Stephanie Lynn Wright, of Frostburg. The arrests are the result of an indictment handed down by the Allegany County Grand Jury, charging Kelley and Wright with a series of thefts from vehicles throughout Allegany County.

A Deputy with the Allegany County Sheriff’s Office was in the area early Monday evening when they observed Kelley’s vehicle parked in the motel lot. The arrests were made at that time without incident.

As a result of the arrests, Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) obtained a search warrant for the room Kelley and Wright were staying in. Numerous additional stolen items were recovered at that time.

Kelley was first arrested on 02/12/2013 by the Frostburg Police and charged with thefts from vehicles in the Frostburg area. He was released from custody after posting bond.

Kelley was arrested again on 02/27/2013 by members of the C3I Unit, the C3I Warrant/Fugitive Unit, and the Allegany County Sheriff’s Office after he was located hiding in a LaVale residence. He was charged with theft and was released on personal recognizance during an initial appearance before a District Court Commissioner.

The indictment charges Kelley with 46 counts related to a total of 14 different victims that law enforcement have been able to verify. Included in the indictment are 23 counts of Theft, 10 counts of Rogue & Vagabond, 2 counts of Malicious Destruction of Property, 1 count of Theft Scheme, and related charges. Wright was indicted on the same offenses.

Both Kelley and Wright remain incarcerated in the Allegany County Detention Center pending their next court appearance before a Circuit Court Judge.    Once again Investigators are asking victims to contact the C3I Unit to make arrangements to view the property recovered to identify and claim what property is theirs. Investigators have confirmed that some of the property has been stolen from the Hyndman, Pennsylvania area, as well as throughout Allegany County. Investigators continue to believe that there are other victims that have not come forward yet, some of which may not have even reported their crime to law enforcement. Even if a victim has not reported the crime to law enforcement, they are being encouraged to contact C3I. 

Among the items recovered, and still in possession of law enforcement, are numerous GPS units, cell phones, electronic equipment, jewelry, car stereo parts, cameras, back packs, antiques, collectibles, past major sporting event ticket stubs, and other items.
