Arsonists in Washington County Arrested

The joint investigation involving the multiple fires intentionally set in Washington and Frederick County beginning on March 17, 2013, has been brought to conclusion with the arrests of four additional suspects.

The final four suspects have been identified as: Jacob Hess (18) and Joshua Hess (19) of Clear Spring, MD and Sarah Couch (18) and Brandy Sneider-Koontz (19) of Mercersburg, PA. Each suspect has received numerous arson related charges and are currently being held at the Washington County Detention Center. Bonds for each suspect are as follows: Joshua Hess – $10,000; Jacob Hess – $25,000; Sarah Couch – $80,000 and Brandy Sneider-Koontz – $120,000.

A Washington County Grand Jury hearing has been scheduled for the initial four suspects: Tyler Murray (20), Sarah Mathews (19), Morgan Nield (20) and Olivia Hannah (20) on April 30, 2013.

State Fire Marshal William E. Barnard commends the efforts of all agency members involved with bringing these suspects to justice. “The closure of this investigation by the law enforcement agencies involved reveals their overall outstanding commitment to the citizens of Maryland when unlawful acts occur in this State”.
