Baltimore Man Arrested On Rape Charges In Frostburg

Early Saturday morning, 07/28/2012, at approximately 4:00 AM, two female victims entered the Frostburg Police Department and reported that they had just been sexually assaulted. They further advised that the perpetrator had a gun and was holding a third victim at a residence on Ormand Street in Frostburg.

         Officers with the Frostburg Police responded to the residence. Concerned for the safety of the third victim, they found an unlocked door and entered to search for the victim. Once inside they located a female and the male suspect. The suspect was detained at that time.

         Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) responded to the scene to assist with the investigation. Interviews of the victims, a 24 year old female, a 21 year old female, and a 17 year old female, all Frostburg residents, revealed that the victims had met the suspect for the first time earlier that evening. After talking for a short period of time, they all went back to the suspect’s residence where they were drinking.

 

         Later that evening, two of the victims heard the third victim yelling and screaming. When they went to investigate, they found the suspect engaging in sexual intercourse with the third victim against her will. They began to hit the suspect in an attempt to stop him. At some point, the suspect went outside to a vehicle and obtained a handgun. When he re-entered the residence, he pointed the handgun at all three victims and discharged it twice in their direction. No one was struck.

         After this, two of the victims were able to escape the residence and respond to the Frostburg Police Department. The third victim was held at the residence against her will.

         This information led Investigators to apply for and obtain a search warrant for the residence where the suspect was staying. Investigators recovered the handgun believed to have been used by the suspect. They were also able to recover spent shell casings, and discovered two locations where projectiles from the gun had struck the wall. They were able to recover one of the projectiles. The scene was processed by Evidence Collection Technicians with the Maryland State Police Forensic Sciences Division.

         As a result, Investigators charged 24 year old Andrew Sterling Dash, of Baltimore, with 1st Degree Rape, 2nd Degree Rape, three counts of 1st Degree Assault, three counts of Reckless Endangerment, Kidnapping, False Imprisonment, and the Use of a Firearm in the Commission of a Crime of Violence.

         Dash was taken before a District Court Commissioner for an initial appearance. He is currently being held at the Allegany County Detention Center, without bond, pending his next court appearance.

         The investigation is continuing by the Frostburg Police and C3I.

    This age group of girls were taught..Never talk to strangers. Adding to that..Never go with a stranger back to his place, Never drink with a stranger, Never leave your friend with a stranger in another room after drinking with said stranger. No matter how times have changed 3 girls out at 4am doesn’t mean you are safe. Going back to a strangers residence was asking for trouble.Also, if suspect left his own place for a short time..why did the girls not lock the door and call the police? I can’t imagine three girls and no cell phones. Lessons in Life are often learned the hard way. Listen to YOUR PARENTS…Never Talk to Strangers.
