The Office of the State’s Attorney for Allegany County, the Honorable Michael O. Twigg, State’s Attorney, along with Allegany County Narcotics Task Force, announced on Tuesday Andrew Alfonso Couser, Baltimore, was found guilty of possession with intent to distribute heroin, possession of heroin, possession of Alprazolam and possession of drug paraphernalia in the Circuit Court for Allegany County.

After the guilty verdict, the Honorable Jeffrey S. Getty, Circuit Court Judge for Allegany County, sentenced Couser to fifteen years’ incarceration, with three years of the term suspended, in the Maryland Department of Corrections, stemming from the felony verdict of possession with intent to distribute heroin. Couser was also sentenced to three years’ incarceration for possession of Alprazolam, which will run concurrent. Upon Couser’s release, he will serve three years supervised probation.

The case was the result of an investigation, conducted by members of the Allegany County Narcotics Unit, into the distribution and sales of heroin in Allegany County. During the investigation, Detectives executed a search and seizure warrant in the 400 block of Piedmont Avenue, Cumberland, in September, 2016. A search of the residence resulted in the seizure of heroin in sufficient quantity to indicate sales and distribution.  

The state was represented by Assistant State’s Attorney Samuel J. Lane. The defendant was represented by Stephen R. Tully, Esq.
