The Allegany County Board of Education’s Finance Randy Bittinger reported in June that the county will actually gain $566,000 in fiscal year 2013 from the state’s funding programs related to shifting the cost of teacher pensions to the county boards of education. Over four years, if the county limits education funding to Maintenance of Effort (MOE), the county will gain a surplus of $448,000 between disparity grants and other financial perks from the state and the reduction in overall education funding. Board member Mike Llewellyn said the commissioners were actually profiting from the situation at the school board’s expense. Board member Jeff Metz, discussed the issue recently on WCBC’s “Dave Norman Show” and said the bottom line is that both the county and the school board are going to be forced to make significant cuts…
