C3I Makes Sex Offense Arrest

On Sunday, 08/14/2016, at approximately 1:30 PM, the Cumberland Police responded to a local flea market for a reported sex offense involving a 4 year old female victim. The responding officer learned that the victim was with her grandmother looking at some toys when an unknown male suspect first approached them. The male suspect engaged the victim by "playing" with her.

The grandmother was distracted for a very short period of time, and when she returned her attention to the victim, the victim told her that the suspect had touched her inappropriately. When the victim repeated the allegation louder, the suspect left the area quickly.

The victim's grandmother then contacted the store manager to report the incident. The Cumberland Police were contacted at that time. The Allegany County Combined Criminal Investigation (C3I) also responded to assist in the investigation.

Investigators were able to review the business' surveillance video and locate the suspect. The store manager knew the suspect's first name and further advised that she had just seen on a social media site where he had been arrested recently. A review of that site and the surveillance video helped Investigators identify 59 year old Rodney Wayne Bible, a registered sex offender, who had just recently been arrested for firearms violations and was free on bond at the time of this incident.

As a result, a warrant was obtained for Bible, charging him with 3rd Degree Sex Offense, 4th Degree Sex Offense, 2nd Degree Assault, and Disturbing the Peace. After his arrest on 08/17/2016, Bible was taken before a District Court Commissioner for an initial appearance and is currently being held at the Allegany County Detention Center, without bond, pending his next court appearance.

Bible is also being held on two Violation of Probation warrants from Baltimore City.
