Delegates Kevin Kelly and Wendell Beitzel questioned whether this is the right time for the Canal Place Preservation and Development Authority to expand the Heritage Area. Canal Place hopes to expand the heritage area, which is centered around downtown Cumberland now, to areas of Frostburg, Mount Savage, Georges Creek and Oldtown. Kelly said that given the fiscal issues facing the authority as well as having a number of other priority issues to address- this may not be the best time to bring on additional responsibilities…
