Cathy Coughenour Makes Presentation Opposing Welcome Center

Cathy Coughenour, who for several years now has  occupied and stored her belongings at the Heritage Parklet, made a lengthy presentation to the Cumberland Mayor and City Council Tuesday- voicing her opposition to the city’s plans to privatize the parklet, converting it into a welcome center for tourists.  The change is scheduled to take place by the end of the month, according to Ed Mullaney, downtown manager. Coughenour, who in the past has identified herself as “residence free”, told the council that attempting to remove her is a violation of the 1st, 5th, 8th, 13th and 14th amendments; and she also spent some time presenting her proposals for better dealing with tourists, including indentifying other potential locations for a welcome center. Coughenour said she believes this is another effort on the part of the city to oust her from the parklet, under the guise of a new policy…
