On 10-10-2011 Maryland State Police were working speed enforcement in the area of W/B I-68 n@ Rocky Gap State Park They observed a blue 2000 Chevrolet Lumina with West Virginia registration 8TY112 enter the radar beam at 72 in a 65 zone.
A Trooper then made contact with the occupants of the vehicle. The front seat passenger was identified as Roger Dale Proctor Jr.M/W, 09-08-1969 (42) by his West Virginia license. During this time the Trooper noticed the odor of marijuana coming from inside the vehicle.
A probable cause search of the entire vehicle was then initiated. Troopers located hidden inside the engine compartment a black duct tape packaged .Inside the package were 228 morphine pills and 26 suboxone pills. The pills were separated into individual bags . A total of five individual baggies were contained with in the package.
The estimated street value of the Morphine pills is $5700.00 and the Suboxone pills is $260.00. Proctor was charged with possession of Morphine and Suboxone and possession with intent to distribute both.
Proctor was taken before the District Court Commissioner and held on $10,000 bond.
