The Cumberland Times News reports drunken driving and child endangerment charges that were filed in April against Devon Mulgrew, 25, of Stafford, Va., by Maryland State Police following a two-vehicle crash on Interstate 68 near Lower New Germany Road were dropped in Garrett County District Court in July. There were also 10 of 11 traffic charges dropped through court action taken in August.
