City Council Approves Phase One of Sewer Project

The Cumberland Mayor and City Council this week approved two actions which will begin phase one of the Combined Sewer Overflow project this winter and next fall. The state of Maryland has been trying to remedy the CSO problem for years, placing communities like Cumberland under a consent decree that requires the issue be resolved by 2023.  Cumberland, which was built to house a population of nearly 40,000, has a complicated problem. According to officials, estimates to separate the sewer and storm lines in Cumberland would cost at least $250 million, making the effort impossible for the city to afford. A bid approved this week in the amount of $26 million will largely be covered by way of state grants. City Administrator Jeff Rhodes…
