In what is described as a very difficult process, the city of Cumberland this week detailed the breakdown of how it will use $1,300,000 worth of requests for the $684,000 in available Community Development Block Grants. The goal, according to Lee Borror, community development specialist, is to improve the quality of life in the city- however making the actual decisions about which groups to accept and whiuch was to reject is not easy.
