On Saturday, Cumberland City Police officers responded to Howard Street for the report of a disturbance. Upon the officer arrival he observed Ryan Lee Winkler throwing a bicycle across the sidewalk while yelling at a juvenile that was seated in the area. The officer ordered Winkler to stop his unlawful behavior; however Winkler continued yelling at the officer and the juvenile.
Upon being advising he was under arrest, Winkler attempted to flee the area on foot. After a brief foot chase and struggle with the officers, Winkler was arrested and transported to the station for charges and processing. He was later transported to the district court commissioner’s office for his initial appearance. As a result of the hearing, Winkler was released on his personal recognizance pending trial in district Court.
