City man arrested after standoff with police

Early Friday morning, Officers with the Cumberland Police Dept responded to a residence located in the 1400blk of Dogwood Court in reference to a subject breaking windows attempting to gain entry into the residence. Further information was dispatched to Officers that the suspect was possibly armed with a handgun. Upon arrival to the scene Officers made contact with the female victim who stated that 48 year old Duane Montaque Bey arrived at the residence and began breaking windows and threatening the occupants with a gun while attempting to gain entry inside. Bey had left the scene prior to Officers arrival. At this time Cumberland City Patrol Officers with the assistance of the Allegany County Sheriff’s Office, Maryland State Police, Maryland State Police Trooper 5, and a K-9 and handler from the Maryland State Police began a search for the suspect yielding negative results. Information was later received that Bey was inside a residence located in the 200blk of Pennsylvania Ave. Officers were able to confirm this information and responded to the area. A perimeter was set and members of the Allegany County Hostage Negotiator Team responded to the scene and began communications attempting to have the suspect surrender. The Cumberland Police Emergency Response Team was also activated and responded to Penn Ave. After a brief stand-off, Bey surrendered without further incident. It was determined by the property owner that Bey did not have permission to enter the residence on Penn Ave. Bey was transported to Police Headquarters where he was processed and charged with one count of Attempted First degree Burglary, Fourth Degree Burglary, Two Counts of Second Degree Assault, First Degree Assault, Reckless Endangerment, and Disturbing the Peace.

 

While at Police Headquarters Bey was also served with an arrest warrant from an incident on 11/28/15 when Officers from the Cumberland Police Dept responded to a residence located in the first block of Bellvue St in reference to a robbery complaint. Upon arrival Officers contacted the victim and several witnesses who advised that Bey had forced entry into the residence, assaulted one of the occupants, and removed some property of the victim.  The victim was transported to the Western Maryland Regional Medical Center for treatment of non life threatening injuries. Officers checked the area for Bey with negative results resulting in the Officer filing charges through the District Court of Maryland Commissioners Office. Bey was charged with Robbery, Theft less than $1,000, Assault Second Degree, and Disturbing the Peace.
