On Friday at approximately 8:00 p.m., the Cumberland city Police Department arrested a local man for acting in a disorderly manner during a traffic stop on Williams Street. During the traffic stop the subjects in the vehicle were asked to step out of the vehicle. One of the passengers identified as, Nicholas Aaron Arbogast became belligerent and began to yell and scream. Arbogast then demanded that the officer search him at which time he pulled down his pants, exposing himself. Several subjects not related to the traffic stop were in the area and their attention was drawn by Arbogast’s actions. Arbogast was then placed under arrest for disorderly conduct. Arbogast was transported to police headquarters at which time he was issued a criminal citation and released pending trial at a later date at District Court.
