Cumberland City Police were called Friday to a business in the 400 block of Virginia Avenue for a shoplifting complaint.
35 year old Andrew Wayne Dawson was found with the stolen merchandise outside of the business, and a subsequent search also turned up drug paraphernalia.
Dawson was issued two criminal citations and released pending trial.
