On Friday, the Cumberland Police responded to a business in the 400 block of Virginia Avenue for a theft complaint. Investigation revealed Richard Alan Welsh had obtained a soda from the store, drank the majority of the soda, then threw the remainder of the soda in the trash. Welsh was arrested and transported to the Cumberland Police Department where he was issued a criminal citation for Theft Less than $100. He was released pending trial in District Court.
