Cumberland City Police Department have served a criminal summons on Herbert Frank Twitty, age 34, of Cumberland MD.
The summons was in reference to an incident which occurred on Friday. In this incident it is alleged that Twitty threw rocks at a motor vehicle while it was in transit on in the area of Henderson Avenue. The rocks did strike the vehicle causing visible damage and caused disruption to traffic in the area. When the victim stopped their vehicle, Twitty is said to have threatened to slash the victim’s tires.
Twitty was served the summons and released, pending trial in District Court.
Arrested: Herbert Frank Twitty Age: 34
Charges: Assault 2nd degree, MDOP-Missiles at Vehicle, Disturb the Peace/Hinder Passage,
Throwing Objects at Veh. Or Occupants, MDOP less than $1000, Disorderly Conduct.
