On December 16, 2016 the Cumberland Police served two arrest warrants on Nathan Ray Frye after he turned himself in to police. The first warrant charges Frye with Kidnapping, Robbery, 2nd Degree Assault, 4th Degree Sex Offense-Sexual Contact, and Conspiracy to Commit Robbery. Those charges stem from an investigation the Cumberland Police handled on October 10, 2016. That incident occurred at approximately 2:11 AM when the female victim stated she had been in the Park Street area waiting for a taxi to pick her up. Frye and a female with Frye, Holly Fishel, drove past the female victim and made contact with her, as they all knew each other. The vehicle turned around and drove to where the female victim was located. Frye exited the vehicle and approached the victim, grabbing the back of her jacket and drug her into the vehicle. The vehicle then drove away with the victim inside and they refused to let her out. Frye began going through her clothes and pockets. The victim told them she was going to call the police, at which time a struggle ensued over the victim’s cell phone. The victim was able to call 911 and she was let out of the vehicle. As she was exiting the vehicle she was kicked in her back. During the altercation Frye was attempting to take money from the victim, but was unable to. The incident began on Park Street and the altercation continued in the vehicle as it traveled westbound on Interstate 68. The victim was finally kicked out of the vehicle in the area of Gephart Drive. The victim did not receive any injuries as a result of the altercation. Fishel was already served with a warrant for charges related to this incident in October 2016. The second warrant Frye was served with was for Failing to Register as a Sex Offender/False Info. Frye was taken before a District Court Commissioner for his initial court appearance. Frye was ordered to be held without bond for both warrants and was taken to the Allegany County Detention Center pending his next court appearance.
