The Cumberland Mayor and City Council will conduct a budget work session this afternoon at City Hall in an effort to move toward finalizing the FY 2018 operating budget- and Mayor Brian Grim has said the decisions will be difficult. A town hall meeting on the budget last month saw more than 100 citizens pack Fort Hill High School’s auditorium with more than two dozen of them addressing the city officials on the budget. Comments made at the most recent city council meeting by the mayor would seem to indicate that the choice comes down to a tax hike versus cuts in services…
