On Saturday Cumberland City Police served a district court warrant for failure to appear to Robert Glenn Cowgill, Jr., age 50, of Cumberland. Cowgill was found in the Baltimore Avenue area intoxicated and on the ground. The original charge was for DUI and possession of marijuana. Cowgill was released on personal recognizance.
