City Police Arrest Two on Heroin Charges

On Thursday April 28, 2016, at 11:53 am, a Cumberland City Police Officer on patrol observed a vehicle blocking the roadway on Paw Paw Way.  The Officer made contact with the occupants who were identified as Victoria Noonan, age 28 and Monique Haines, age 31 both from Keyser, West Virginia.  The Officer noticed the two acting in a suspicious manner and elected to further investigate by requesting a K9 Officer to respond.  As a result a free air sniff of the vehicle was conducted and the K9 “ELMO” alerted on the vehicle.  A search was conducted and a quantity and as a result a quantity of Heroin, several hypodermic syringes, digital scale and other paraphernalia devices were recovered.  They were placed under arrest and transported to the Cumberland City Police Department where they were processed, served and taken to the Allegany County District Court Commissioners Office for a bond hearing.  Both were held on a $4,000.00 dollar bond at the Allegany County Detention Center.

CHARGES:  Possession of Heroin, Possession of Controlled Paraphernalia.

Monique Haines, age 31.  Keyser, West Virginia.

CHARGES:  Possession of Heroin,   Possession of Controlled Paraphernalia.
