City Receives Blight Report on Over 500 Properties

Last fall the Cumberland Mayor and Council took action to have a  “blight action plan" conducted- and on Tuesday night a report complete with recommendations was presented to the city officials.  The city council is hoping the plan, performed by the West Virginia University Land Use & Sustainable Development Law Clinic, will streamline the process of targeting dilapidated properties and obtaining funding for their removal. Presenting the action plan from WVU was Katherine Garvey. Staff from the law clinic worked December through February to compile data on the city’s properties using a method known as a “windshield survey” and public input was received at a session in April. Looking at the numbers, there were some 11,000 structures identified in the city- with more than 500 determined to be vacant, dilapidated or both. Top recommendation centered on getting additional staffing for the code enforcement office and to develop a priority list of blighted properties…
