An 11-member commission appointed by Maryland Governor Larry Hogan has recommended the state replace the way it draws the boundaries of legislative and congressional districts. Governor Hogan appointed the commission back in August to replace the current system where a panel appointed by the governor draws the boundaries which are then approved by the legislature. The governor, along with other government reform advocates complained the current system favors one party over the other. Senate President Mike Miller has said that any proposal to change redistricting is "dead on arrival" noting the courts can determine whether districts are unconstitutional. House Speaker Michael Busch has also expressed little interest in the committee’s findings. 1C Delegate Mike McKay, a republican who represents portions of Allegany and Washington counties, said that unfortunately it appears the commission report is going to be ignored by the majority democrat general assembly…
