Congressman Says There Is No Need For Special Prosecutor In IRS Investigation

Maryland 7th District Congressman Elijah Cummings, who is the ranking Democrat on the House committee investigating whether the IRS targeted conservative groups for audits, says there is no need for a special prosecutor in the matter. Cummings did criticize former IRS Commissioner Donald Shuman, who appeared before Cummings committee on Wednesday. Three days of congressional hearings have revealed plenty of wrongdoing within the IRS. But so far, there's been no evidence that anyone outside the agency authorized the targeting or even knew about it before a few weeks ago. Cummings said that while this is not an indictment of the overall workings of the IRS, it does lead to major perception issues…
