Patrick Moran is the President of Council 3 of the American Federation of State, County and Municipal Employees, the union that represents correctional officers across the state, including at WCI and NBCI in Allegany County.
The union held a press event in Hagerstown last week to again point out understaffing at Maryland correctional facilities, which it says has reached critical levels.
