It appears as though there is a rift growing between the Allegany County Commissioners and the City of Cumberland concerning how best to deal with state mandated combined sewer overflow problems. The city has been working toward what ultimately could be a $90 million CSO project that would require financial participation from all users- including those who live outside the city limits. During a meeting last week between the commissioners and the District 1 Legislative Delegation, Mike Mckay, House 1C elect and at the time of the meeting still a county commissioner, was critical of the city for not cooperating. He said this is perhaps best demonstrated by the city choosing not to participate in the county’s annual pre-PACE meetings in Annapolis specifically designed to discuss water and sewer projects with state department heads…
