County Employee’s Paid Vacation Continues After Use Of Vulgar Language

Allegany County employee Kevin Shaffer is now in his fifth month of what essentially has turned into a lengthy paid vacation. Shaffer, a Lavale resident, has been on paid leave from employment in the county’s finance office since early December.  Shaffer was placed on leave after using vulgar language to make a point about “freedom of speech” during an Allegany County Commission meeting on Dec. 5. At that meeting, Shaffer used two variations of the “F” word during the public comment period, after emphasizing that he was speaking as a private citizen and not as a county employee. Commission president Mike McKay gaveled the meeting to a close after Shaffer used the word a second time…
