Most of the focus with regard to the Affordable Care Act since its inception has focused on the impacts for individuals and businesses. However there are many other groups experiencing changes and challenges when it comes to implementation, including state and local governments. Allegany County Administrator David Eberly, during the county’s public work session, said that “Obama Care”- as it is widely known- has fallen dramatically short of delivering what it promised in terms of reduced costs. The opposite has been true locally, and as a result the county’s Human Resources Director Brian Westfall has proposed re-bidding the county’s insurance program seeking more affordable rates beginning next fiscal year…
