Courtney Thomas-Winterberg New Director Of Allegany County DSS

On Wednesday, July 19, Secretary Padilla of the Maryland Department of Human Services, formerly known as the Department of Human Resources, named Courtney Thomas-Winterberg as new Director of Allegany County Department of Social Services.

With over 15 years of experience in the human services field, Thomas-Winterberg most recently served as the Executive Director of the Allegany County Human Resources Development Commission. A graduate of Leadership Maryland in 2014, Courtney has been recognized as a Top 100 Leading Woman Under Forty by the Daily Record (2011), VIP Under Forty by the Daily Record (2012), the Allegany County Chamber of Commerce/Western Maryland Jaycee’s Outstanding Young Professional (2014), and Top 100 Women by the Daily Record (2017).

As the state’s primary social service provider, the Maryland Department of Human Services, through its 24 local departments of social services, pursues opportunities to assist people in economic need, provide preventive services, and protect vulnerable children and adults in each of Maryland’s 23 counties and Baltimore City. Most recently, the State agency changed its name from the Department of Human Resources to the Maryland Department of Human Services (DHS), following House Bill 103 taking effect this month. “Our new name better reflects our agency’s mission and the services we provide Maryland residents,” said DHS Secretary Lourdes Padilla. “We are supporting Governor Hogan’s ongoing efforts to change Maryland for the better by making it easier for individuals and families to know where to turn to in their time of need.”

Having undergone several name changes since its inception in 1900, the name “Department of Human Resources” was assigned to the agency in 1975. These days, the term “human resources” denotes hiring and personnel, which previously led to some confusion regarding the function of the agency. The new “Human Services” name will make it easier for Maryland residents to quickly identify services. #
