CPD Makes Assault Arrests

On July 3, 2017 officers from the Cumberland City Police Department responded to 327 Race Street, Apartment B, for a domestic assault in progress.  Upon the officers arrival they made contact with Paul Lee Kifer Sr. in the rear of the residence.  Kifer advised the officers that he was arguing with his wife when he was assaulted by her.   Officers were able to contact the female inside the residence.  While speaking with the female officers observed her eyes to be blood shot, with redness around her neck.  The female informed officers that she was inside the apartment with Kifer lying in bed.  Kifer got made at her after she refused to attend a Fourth of July party with him on tomorrows date.  Kifer who was upset, jumped on top of the female, placed both hands around her neck and began to strangle her.  The female was able to get away from Kifer after a brief struggle.  The Cumberland City Fire Department responded to the scene for treatment to the victim.  As a result of this investigation, Kifer was placed under arrest at the scene and transported to the Cumberland City Police Department for processing.  Kifer was processed, served and taken before the District Court Commissioner.  Kifer was held in the Allegany County Detention Center without bond.

 

Arrested: Paul Lee Kifer Sr.                         Age: 41 of Cumberland, MD

Charge: 2nd Degree Assault.

 

Domestic Assault Arrest

 

On July 3, 2017 officers from the Cumberland City Police Department responded to 325 Beall Street, Apartment #2, for a domestic assault complaint.  Upon the officers arrival they made contact with, April Horning and a male victim.  During an investigation into the matter officers learned that Horning was arguing with her boyfriend after she learned about a recent affair he had with another woman.  During the argument, Ms. Horning began to scratch the victim.  He responded by pushing Ms. Horning off of him and holding her down.  Officers were able to observe large scratch marks on the victim as a result of the assault.  Ms. Horning was placed under arrest at the scene and transported to the Cumberland City Police Department for processing.  Horning was processed, served and taken before the District Court Commissioner.  Horning was released on her own personal recognizance.
