Officers were dispatched to an address on N. Centre St. for a report of a subject identified as Robert Lee Hess who was in violation of a final protective order. Upon the officers arrival they observed Hess walking away from the residence. He was told to stop and he then started to run from the area away from the officers. Officers began to chase after Hess ordering him to stop he was under arrest. Hess continued to run until he was caught by officers. Once caught Hess resisted arrest until they were able to get him into handcuffs. The victim advised that she has been being harassed by Hess off and on all day. Hess was transported to PH where he was charged and processed. He was taken for a Bond Hearing and held on a Temporary Commitment.

Eric Edward Plummer Age: 31 McMullen Hwy., Rawlings, MD.
Charge: Theft $1000-$10000
Plummer was held in the ACDC on a $5000 Bond.
Rodney Lee Smith Age: 50 Henderson Ave., Cumberland, MD.
Charge: Bench Warrant FTA
Smith was held in the ACDC on a $5000 Bond.
