This message is intended for Mr. Sean O’Donnell. My son is incarcerated at North Branch Correctional Institution. Does he still have rights concerning the mail room tampering with his outgoing mail. Recently, he mailed a book to his 12 year old son and the book was returned back to facility. The City & State were blacked out. Not sure exactly what that means. There has been several issues that his outgoing mail is being tampered with. We need this issue to be addressed as it is a violation to tamper with another person’s mail.

Please give me a call at 651-246-8309 to let me know you have received this information. I have contacted the General PostMaster’s Office in Washington, DC as well.

    Thank you,
