At approximately 1318 hours, officers from the Cumberland Police Department were dispatched to a Park Street business for a report of an indecent exposure. Officers arrived and made contact with Paul Michael Harman. Officers found him lying in the staircase to the business with his pants partially down partially exposing himself. Harman was impaired by alcohol and advised to leave the area. Harman covered himself and began to leave the area. Officers returned to their patrol vehicles but before leaving the scene they had a second complaint about Harman. Officers made contact with Harman in front of the same business on the sidewalk area. Again Harman’s pants were down and he was exposing himself to the public. Harman was placed under arrest and transported to Police Headquarters for processing. Harman was taken before the District Court Commissioner and was held on a temporary commitment at the Allegany County Detention Center.
