Cumberland Man Arrested On Assault & False Imprisonment Charges

On April 17, 2016 officers from the Cumberland City Police Department responded to the intersection of Maryland Avenue and Cecelia Street for a domestic disturbance.  Upon the officers arrival they located a female who was crying and appeared to be in distress.  While officers were speaking with the female they observed red marks and abrasions on her body.  Officers were informed by the female that she had been assaulted by Joseph Allen Smith.  Officers were advised by the victim that she was with Smith at their residence located at 416 Maryland Avenue, apartment #2.  While both subjects were at the residence, the victim said she had an argument with Smith.  During the argument the victim said that she attempted to leave the residence.  As the victim was attempting to leave, Smith punched the victim in the head, knocking her onto the bed.  Smith later pushed the victim onto the floor where he placed his hands around the victim’s neck and began to strangle her.  Once the victim was able to get up, she attempted to leave a second time when Smith began to drag her back inside the residence.  The victim was eventually able to escape from the residence and contact the police.  Smith was later located by officers in the area of Park Street near Baltimore Avenue.  Smith was taken into custody and transported to the Cumberland City Police Department for processing.  Smith was processed, served and taken before the District Court Commissioner.  Smith was later released on his own personal recognizance.

Charges: 2nd Degree Assault and False Imprisonment
