Cumberland Man Arrested Twice After Disturbance

On September 13, 2018 at 2:41 a.m., Officers from the Cumberland Police Department responded to a business in the 100 block of Welton Drive for a harassment complaint.  Upon arrival officers spoke to the employees that stated an intoxicated subject in the building was harassing staff.  Officers were further advised that the subject entered an employee’s only area while they were trying to contact law enforcement. They further requested that the subject leave the property and not return.

Officers then contacted the suspect identified as Allen Johnson, age 39, of Cumberland, MD.  Officers allowed Johnson to gather his belongings and tried numerous times to get him to leave the property.  After multiple attempts at getting Johnson to leave without success, Johnson was placed under arrest. Johnson was transported to the Cumberland Police Department where he was issued a Criminal Citation for Trespassing and released pending trial. Johnson was advised not to return to the business.

At 4:26 a.m. an Officer was conducting a check of the business on Welton Drive and observed a taxi. Due to Johnson taking a taxi when released, the officer was suspicious that Johnson may have returned to the business. At this time the officer began circling the business to see if Johnson had returned. The officer then located Johnson in his vehicle on the property making an attempt to operate it.  Prior to Johnson pulling off the lot, the officer conducted a traffic stop.  Subsequently, an investigation was conducted into Johnson attempting to drive his vehicle while under the influence of alcohol. At the completion of the investigation, Johnson was again arrested and charged with Trespassing and DUI related traffic charges.  Johnson was later released on citations pending trial in District Court.
