Cumberland man sentenced for child sex offenses

 State’s Attorney for Allegany County, Michael Twigg, announced Tuesday that David Lee Sines, of Cumberland was sentenced by the Honorable Judge Finan for two criminal acts stemming from separate incidents involving abduction of a child under twelve and a second degree sex offense.  The defendant was sentenced to life imprisonment suspending all but fifteen years of a mandatory minimum sentence to be served without the possibility of parole for the second degree sex offense and fifteen years suspending all but eight years for the abduction charge to run concurrent to the other sentence. Upon release, the defendant will be placed on a period of five years supervised probation with conditions that he register as a sex offender for life, complete a sexual offender treatment evaluation and complete any required treatment, submit a DNA sample to the sex offender registry, have no contact with the victim, and no unsupervised contact with any minor children. The case was initiated when a complaint was taken at the Cumberland Police Department regarding a male attempting to abduct two small children from Oldtown Manor, an apartment complex in Cumberland.  The suspect was identified as Davis Lee Sines at the scene and was subsequently arrested. During the course of the investigation and questioning of the defendant, he admitted that he had sexual assaulted an infant in the past. The sexual act constituted a second degree sexual offense based on the child being physically helpless and unable to consent and resist the sexual act. In addition, the defendant received an enhanced penalty of life and fifteen years mandatory minimum without parole do to the age of the child and the age of the defendant at the time. An investigation was conducted by the Combined County Criminal Investigation Unit, headed by Detective Harold Dixon, as well as, Cumberland Police Department that substantiated these charges. Prosecuting the case for the State was Senior Assistant State’s Attorney Jacqueline R. Brandlen.  Mr. Stephen R. Tully represented the defendant.
