Cumberland Mayor Brian Grim and Councilperson Nicole Wagoner recently took a trip overseas to the nation of Estonia as part of a sister city agreement.

Estonia was once a satellite nation of the Soviet Union, and the sister city programs were set up to help in the transition to democracy.
