On August 4, 2019 officers from the Cumberland City Police Department responded to Dollar General located at 662 Greene Street for a theft complaint.  Upon the officers arrival contact was made with the suspect, Just Fansler.  Fansler was observed by staff placing an item inside his bag.  While going through the checkout line Fansler failed to pay for the item which prompted a call to police.  Fansler was placed under arrest and transported to the Cumberland City Police Department for processing.  Fansler was processed, served with a criminal citation and released pending a trial date in District Court.

Charge: Theft less than $100

 

Criminal Summonses Served

On August 4, 2019 Cumberland City Police served a criminal summons on Ashley Marie Decarlo, age 33 of Cumberland, Maryland and Michael Anthony Cullum age 30 of Cumberland Maryland.   Both summonses were issued after officers from the Cumberland City Police Department were called to 211 Race Street for an assault.  During the investigation officers learned that there was a disturbance between three subjects that led to an assault.  No arrests were made and all parties involved were directed to file charges at District Court.  As a result charges were filed by a private citizen resulting in two summonses being issued.  Decarlo and Cullum were served on this date and released pending a trial date in District Court.

Hit and Run Accident/DWI Arrest

On August 4, 2019 officers from the Cumberland City Police Department responded to the intersection of Fanklin Street and Columbia Avenue for a reported motor vehicle accident.   Additional information was received that the vehicle involved was also reported stolen from Mineral County, West Virginia.  When officers arrived, they observed a BMW passenger car that collided with 205 Franklin Street.  The vehicle had disabling front end damage and had struck a concrete pillar of the building.  During a check of the vehicle, officers learned that the vehicle was registered to Clayton Shaquille Booker.  While conducting an investigation into the accident, officers spoke with several witnesses.  Officers learned that after the vehicle collided with the building two black males and two white females exited the vehicle walking toward Columbia Avenue.  Witnesses described the driver as a black male with a thick build wearing a white t-shirt.  While officers were actively investigating the crash, they learned that Mr. Booker was in the area of Fayette Street and wanted to speak with them.  Mr. Booker was contacted at that location by police.  Upon making contact with Mr. Booker, officers detected a strong odor of an alcoholic beverage on his breath and person, his eyes were blood shot and glassy and appeared to be intoxicated.  Officers also noted that Mr. Booker was wearing a white t-shirt similar to the one described by the witness to the accident.  After speaking with Mr. Booker about the accident and the possibility of the car being reported stolen, Mr. Booker admitted to police that he lied.   Mr. Booker admitted to driving the vehicle at the time of the accident.  After submitting to a series of standardized field sobriety tests, Mr. Booker was placed under arrest.  Booker was transported to the Cumberland City Police Department.  Booker later submitted to a test of breath which indicated an alcohol concentration well above the legal limit to drive.  Booker was issued numerous traffic citations on this date and later released pending a trial date in District Court.

Charges: Driving under the influence of alcohol, Driving while impaired by alcohol, Driving while impaired by alcohol per se, Leaving the scene of an accident involving property damage and Failure to notify owner of unattended property damage.

 

Criminal Summons Served

On August 4, 2019 Cumberland City Police served a criminal summons on Kenneth Wayne Gossert Jr., age 42 of Cumberland, Maryland.   On August 2, 2019, officers from the Cumberland City Police Department responded to 37 Oak Street for reported theft.  Officers contacted the victim who reported to them that Gossert entered her home why she was away and stole several electronic items.  As a result of the investigation, the victim was informed to respond to District Court to file for charges.  As a result of the victim filing charges a criminal summons was issued.  Gossert was served on this date and released pending a trial date in District Court.

Criminal Summons Served

On August 4, 2019 Cumberland City Police served a criminal summons on Donald Nelson Rhodes, age 76 of Cumberland, Maryland.  The charges were issued after a private citizen filed charges against Rhodes at District Court.  The victim alleged that Rhodes punched her after a disagreement inside their residence on Williams Street.  Rhodes was served with the summons and released pending a trial date in District Court.

Domestic Assault Arrest

On August 4, 2019 officers from the Cumberland City Police Department responded to 917 Gay Street, apartment 210 for a domestic assault.  Upon the officers arrival they made contact with a female victim and Lee Carpenter.  While speaking with the female victim, she advised officers that she was in the residence when an argument was started over her ex-husband.  The victim told police that she believed Carpenter got really jealous and the argument escalated.  After attempting to walk away from the situation, Carpenter came up from behind her and grabbed her by wrapping his arms around her abdomen.  Carpenter then tried to throw the victim back into the room telling her that she was not leaving the residence.  After the victim was able to get free from Carpenter, she took her children to a safe room and called police.  The victim in this matter complained of abdominal pain but did not want medical treatment at the time of the incident.  Carpenter who was intoxicated was placed under arrest at the scene and transported to the Cumberland City Police Department for processing.  Carpenter was taken before the District Court Commissioner for his initial appearance.  Carpenter was released on this own personal recognizance.
