Cumberland Police Make CDS & Disorderly Conduct Arrests

On Monday, August 22, 2016 Officers from the Cumberland Police Department were called to the area of Arch Street for a suspicious vehicle in the area and a possible drug violation.  Upon their arrival Officers spoke to four subjects who were inside of the vehicle.  Due to the nature of the complaint and actions of the occupants of the vehicle, the Officer called for a K9 Officer to respond to the area.  The K9 responded and gave a positive alert to the odor of a controlled dangerous substance inside the vehicle.  Officers then searched the vehicle and located several items commonly used to cook and/or administer a controlled dangerous substance in the body.  A further search of the vehicle revealed a powdery substance of suspected Heroin.  Two occupants that were in the area of the located items were placed under arrest and transported to the Cumberland Police Department.  Justin Cottle and Jessica Foulk were charged with Possession of Heroin and Possession of CDS Paraphernalia.  They were processed and taken to the District Court Commissioner’s Office.  Both were released on their personal recognizance to await trial in Allegany County District Court.

Justin Cottle, age 21, of Everett, PA

Charges: Possession of Heroin and Possession of CDS Paraphernalia

Jessica Foulk, age 35, Bedford, PA

Charges: Possession of Heroin and Possession of CDS Paraphernalia

 

Disorderly Conduct Arrest

On Monday, August 22, 2016 Officers responded to a disturbance call in the 300 block of Grand Avenue.  Upon their arrival they spoke to the complainant who stated a resident was causing a disturbance.  The complainant stated she and Paul Lepley had a disagreement and Lepley threw a table at her and her children.  Officers observed the table that had been thrown.  Officers spoke to Lepley who admitted to throwing the table after he became angry with the argument.  Officers then placed Lepley under arrest and transported him to the Cumberland Police Department.  He was issued a criminal citation and released pending trial in Allegany County District Court.
