When the 2017 session of the Maryland General Assembly opens next month, State Senator George Edwards once again will push for legislation allowing tax breaks to any business willing to relocate in rural areas — often the most economically distressed parts of Maryland. Even with general support from the governor and house and senate leaders, the bill has not yet gotten to the floor for a final vote. Last year, Edwards sponsored Senate Bill 737 hoping to establish a Rural Economic Development Program allowing for qualified businesses in 18 rural counties to be eligible for 10 years of property, income and sales tax breaks. After passing both houses, the bill died when Democrats wanted to attach legislation regarding paid sick leave.
