Maryland's environmental community is once again calling on lawmakers in Annapolis to seize the opportunity to dramatically improve the state's core clean electricity law this session by approving the so-called "black liquor" bill. The bill, which passed the senate but failed to get out of a house committee last year, has resurfaced. If approved it would close a massive loophole in the state's Renewable Portfolio Standard (RPS) law that is shoveling millions in Maryland ratepayer dollars to old, out-of-state paper mills for burning "black liquor," a carbon-intensive waste byproduct. Maryland’s only paper mill that burns black liquor is the Luke Mill.
