The fairness of the Minority Business Enterprise program and its impact on western Maryland was one issue that had all four candidates for Maryland House of Delegates in Allegany County essentially on the same page during this week’s Chamber of Commerce candidate’s forum. The event featured House of Delegates 1B candidates, incumbent Democrat Kevin Kelly and republican Jason Buckle; and 1C candidates, republican Mike McKay and democrat Nick Scarpelli. The Governor’s Office of Minority Affairs for the number of MBE-certified subcontractors — companies owned by a minority person — for a specific project is set at 15%, and projected to increase in the coming years. ..
