Fight Over “Road Kill” Bill Continues

Although Maryland Governor Larry Hogan said last month he will introduce emergency legislation to overturn a contentious transportation scoring law passed last year, calling its repeal his top priority in the coming General Assembly session- some key democrats are saying it will be dead on arrival.  Hogan argues that the legislation, which he has dubbed “road kill”, will make it virtually impossible for projects in rural Maryland to get funding.  Backers of the law disagree, such as House Speaker Michael Busch,  saying the measure is advisory and leaves final funding decisions up to the governor.  Busch said that any cancellation of transportation projects would be Hogan's doing…
